Shared Responsibility for the Uninsured

100% Access partners believe that "we can do better" for the uninsured in our communty. 100% Access partners believe that by working together, we can to develop a more coordinated system of care for uninsured Lane County residents. We can take action, better organize the local healthcare delivery system, and maximize the use of existing resources to improve access to care for the uninsured in our community.

Vision for a Community System of Care for the Uninsured

The goal of the 100% Access Initiative is to connect people with no insurance to existing health insurance programs and medical services, and to develop new community-based options where gaps exist.

The 100% Access partners realize that by aligning resources and volunteers toward a coordinated community approach, we can provide better care to more people at less cost.

History

The 100% Access Initiative formed as a result of the United Way of Lane County’s 2004 Community Needs and Assets Study which found that for the first time, access to healthcare, affordable medications and health insurance were the top three needs of people in Lane County across all socioeconomic, age and geographic groups.


  
Current 100% Access Projects
  • Safety Net Clinics
    Increase resources and support for the Lane County healthcare safety net clinics including Volunteers in Medicine, School Based Health Centers, Community Health Centers of Lane County, and White Bird Clinic.
  • Medications
    Increase access to affordable medications for people with limited income.
  • Mental Health
    Provide care to people with mental illnesses at an earlier stage (before a crisis stage) and in community - rather than in institutional - settings.
  • Non-Profit Employees
    Develop a lower-cost insurance product for employees (and their dependents) who work for non-profit organizations. Once developed, this product will be used as a pilot for small businesses.
  • Outreach and Enrollment
    Identify uninsured individuals and assist those who are eligible to enroll in appropriate publicly funded healthcare programs (Oregon Health Plan, for example).
  • Medical Home
    Link patients with an individual, team or organization with whom the patient can develop a relationship and who can provide appropriate health services over time.
  • Chronic Conditions
    Increase participation by uninsured and underserved populations in chronic disease self-management classes.
  • Quantifying Need and Improvement
    Analyze the need, for example, how many people use the emergency department for basic care, and quantify improvements in access to healthcare and the return on community investment over time.
  • Prevention
    Strengthen and support dental care access efforts.
  • Premium Support
    Provide premium subsidies to support low-income individuals buy available insurance.
Who We Are
  • 100% Access Partner Organizations
    There are more than 120 individuals representing over 50 organizations involved in various work groups and committees of the 100% Access Healthcare Initiative.
Grants Received
  • Northwest Health Foundation
    $39,500 to support the Medical Access Program pilot.
  • Oregon Community Foundation
    $27,300 to support capacity building of human servies network to screen and enroll uninsured clients into existing healthcare insurance and other available programs for the uninsured.
  • Spirit Mountain Community Foundation
    $19,000 to support chronic disease self managment program expansion to low-income and uninsured adults in Lane County.
  • Oregon Dental Foundation
    $2000 to support dental clinics at Lane Community College for uninsured families during summer 2007.
  • Collins Foundation
    $78,000 three-year grant to support expansion of chronic disease self-management program to low-income and uninsured individuals in Lane County
  • PacificSource Charitable Foundation
    $500,000 in December 2006 to support safety net clinics, 100% Access medications program, and to serve as challenge grant to establish Community Healthcare Fund to raise additional money to support projects of 100% Access Healthcare Initiative.
  • Healthy Communities Access Program
    $1 million grant from U.S. Department of Health and Human Services to support development of system of care for uninsured in Lane County in October 2005.
  • PacificSource Charitable Foundation
    $150,000 in Summer 2005 to support staff for newly formed 100% Access Coalition and to begin work on promising opportunities selected at May 2005 Healthcare Summit.
